Abstract

In 2018, the city of Santos (São Paulo State, Brazil) had had its Master Plan and the Law of Land Use and Occupation of the Insular Area revised and updated. As a result, the changes in legislation had impacted the way buildings were constructed in the city. Considering the time necessary for the changes to be effectively perceived by the inhabitants, the present research selected a part of the city to assess which are the consequences of new constructions in the lives of residents. For this purpose, the Sketchup software was used to develop two electronic models: one representing the current situation of the area, and the other with additional buildings in compliance with the legislation approved in 2018. Based on the 3D models and the legislation in force between 2011 and 2018, the research established as main points of discussion the topics of population densification, setbacks between buildings, the characteristics of insolation, and the relation between the street and pedestrians with the new way of constructing buildings. At the end of the study, it was possible to conclude that, regarding the discussed topics, the current legislation does not guarantee quality of life for the inhabitants of the area studied. In addition, the law in force encourages an architecture that contributes to the individualization of society, and it prioritizes access and mobility of vehicles over pedestrians.
