Abstract

The Brazilian constitutional tradition only grants the Union the right to maintain relations
with foreign states and participate in international organizations, however, with the growth
of globalization and the emergence of increasingly complex socio-environmental issues that
go beyond the territorial borders of cities and states. , calls for the performance of these subnational entities to be more proactive in the international scenario, revealing itself through
the phenomenon of paradiplomacy. In this scenario, the creation of a network of cities,
aiming at concerted action to align their agendas for the development of measures in their
territories in equality and action to achieve the common good of the regional population
involved, translates into an effective tool in achieving of the goals and objectives of sustainable development of the 2030 Agenda, of the United Nations, notably, SDG 11, with special
emphasis on the performance of the Mercociudades Network, within the scope of MERCOSUR. Other networks are highlighted, and the edition of Federal Law nº 14.341, of May 18,
2022, gained prominence, in the analysis due to the possibility of combining several municipalities, forming a legal entity governed by private law, to achieve the objectives of common
