Abstract

The purpose of this research is to highlight the contributions of environmental governance, based on mutual respect, cooperation, and reliability, to an exchange of strategies that seek to address common problems. In this regard, it is emphasized that the current scenario of International Relations poses challenges for International Environmental Law and for the implementation of the 2030 Agenda, which requires complex initiatives of global governance and the involvement/recognition of new actors. This research aims to analyze the phenomenon of environmental paradiplomacy with a focus on the participation of subnational governments. The present study was developed through a research classified as qualitative theoretical in nature, and exploratory in terms of its objective, with a bibliographic character. An overview of international agreements and national legislation, national and foreign doctrine on the subject, and document analysis were carried out. Finally, a panorama was made between the advancement of Environmental Governance, the role of subnational governments, and the implementation of the 2030 Agenda for sustainable development.
