MUDANÇAS CLIMÁTICAS: OS MUNICÍPIOS A PARTIR DA RESTRUTURAÇÃO DO MODELO DE GOVERNANÇA GLOBAL AMBIENTAL

This article aims to analyze and explore the participation of small and medium-sized Municipalities in the face of the challenges presented by climate change, especially in its aspects related to transgenerationality, sustainability and common responsibility, but differentiated in the construction of governance for adaptability. Based on the understanding that the development and past capacity of resilience can affect the individual's perception of events and their consequences, the Governance tool is sought as a means to achieve the participation of these communities. This study comprises exploratory and qualitative analysis, bibliographical and documentary research, especially the document “A Breakthrough for People and Planet” and the desire of the United Nations for the restructuring of the Global Governance tool that has as its starting point the reformulation of participation through multilateralism and the assumption of the positive effect of the trinomial legitimacy/participation/responsibility, understanding the need for knowledge exchange, behavior change and future-oriented action as determinants for expanding the participation of Municipalities and their local actors through quite.
