Abstract

The Baixada Santista Metropolitan Region (RMBS) faces complex socio-environmental challenges arising from dense urbanization, port and industrial expansion, and inherent vulnerability to climate change in coastal zones. Given the urgent need for intermunicipal technical capacity building to mitigate ecosystem fragmentation and promote territorial resilience, this paper analyzes the design and pedagogical structure of the Specialization Course in "Green Connectivity: Sustainable Planning and Management," developed by the Catholic University of Santos in partnership with the Baixada Santista Metropolitan Agency (AGEM). The methodology is grounded in Problem-Based Learning (PBL) and integrative project workshops, combining theoretical and applied modules across three main axes: Green Infrastructure, Biodiversity Safeguards, and Climate Adaptation. The results show that the proposed pedagogical model establishes an effective bridge between academic researchand regional public management, qualifying technical personnel for ecological corridor planning, application of Nature-based Solutions (NbS), and implementation of integrated governance across all nine RMBS municipalities.
