Abstract

The urban development of the Northwest Zone of the city of Santos was analyzed, based on its occupation process and how it influenced the formation of the urban fabric. The industrialization process of Baixada Santista in the 1940s implied urban expansion in the Northwest Zone. This growth generated a demand for housing policies, while high inflation and interest rates produced a significant housing deficit. Therefore, in the 1950s, the implantation of developments in this zone began. This initially unplanned development to face the housing deficit, resulted in a residential monofunctionality and low density. Subsequently, other types of developments such as condominium lots and moderate verticalization also emerged as a result of government practices, aiming to face the worsening housing issue. The urban morphology was subject of study from the perspective of the current rules that guided the implantation of the projects, in different periods. In a spreadsheet, the information for each project was cataloged. There was an analysis of the federal and municipal rules in force in the year of implementation of each allotment, making it possible to observe its influences in the form of installments and urban fabric. Both the prohibition of commercial use on the local roads in the Northwest Zone, and the restriction of residential use in the Center, which were in force for thirty years, were decisive to suppress the diversity in land use and mark the commuting from home to work from the periphery to the commercial centers. The research established the impact of monofunctionality and the lack of uniformity in the urban layout in the lives of communities living in the region.
