Abstract

This article aims to understand the growing connection between the concepts of Public Opinion and Brazilian Foreign Policy within the field of International Relations. To do so, this
study uses the repercussion made by Globo Group - the largest communication company in
the country - about the Pasadena refinery scandal - a corruption case at Petrobras that had
been attributed to former president Dilma Rousseff. This paper proposes to explain the increased power of the non-state actor public opinion within the Brazilian state, to the point of
influencing the nation’s political course. To fulfill the proposal, a methodology was sought
to carry out a broad survey of public opinion, especially those published by the Globo Group
on the Pasadena case in its main communication platforms.
