A EMENDA KIGALI E A INTERLIGAÇÃO ENTRE OS REGIMES DE PROTEÇÃO À CAMADA DE OZÔNIO E DAS MUDANÇAS CLIMÁTICAS

The discovery of science about ozone depletion and its implications for humanity and the environment has led several states around the world to address this issue. In 1985, the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol confirmed the actions of various countries and actors to achieve the objectives of this regime. In 1992, the Climate Change Regime adopted the successful Ozone Layer model, focusing on the establishment of a Framework Convention, with periodic conferences and the creation of a fund to finance developing states. In 2016, at the conference on the Ozone Layer, for the first time, through the Kigali Amendment, a schedule was defined for the reduction of hydrofluorocarbons (HFCs), which, although they do not have a significant impact on the ozone layer, do have an impact on global warming. Thus, authors suggest a synergy between climate change regimes and the ozone layer. This study, prepared with a hypothetical-deductive approach, based on bibliographical research, especially on the formation and dynamics of International Regimes, International Environmental Law and Global Governance, aims to raise the hypothesis of the possible interconnection between the two regimes.
